Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from various governments. Significant resources is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Following this, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unrealistic to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through words or deeds, from thinking that the status quo will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but preventing a total frontline collapse until situations evolve in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
